Start Outlook in safe mode and disable add-ins

Create a new Outlook profile
Your profile contains your Outlook settings. Occasionally, that profile can become corrupted. You can determine if it's corrupt by creating a new profile and changing which profile is used when Outlook starts.
Use a different profile
Should you decide to remove a profile, back up the data files first. All offline cached content will be deleted when you choose Remove. For more information, see Introduction to Outlook Data Files (.pst and .ost).
Repair your Outlook data files
Outlook stores all your email messages, meetings and events, contacts, and tasks in data files. These files occasionally might become corrupted. You can run the Inbox Repair Tool (scanpst.exe) to scan your Outlook data files and repair errors.

Run the /resetnavpane command
The navigation pane is the leftmost pane in Outlook where you'll find your folder list and the icons to move between Mail, Calendar, People, and Tasks. Running the /resetnavpanecommand removes all customizations to the navigation pane.
Check if Outlook is running in compatibility mode
Compatibility mode is designed to help a program run on an older operating system. If Outlook is running in compatibility mode, you can turn that off and see if it fixes the problem.
Note: This step is for Outlook 2013 or Outlook 2010. Outlook 2016 doesn't have a Compatibility tab.

-Did you uninstall Office 2007 before installing Office 2016?
If no, I suggest you to remove Office 2007 as this might conflict with Office 2016.
1. Press the Windows + R key on the keyboard.
2. In the Run windows type appwiz.cpl > Click> Ok.
3. Find Office 2007 in the list and double click to uninstall it.

Sounds like my issue is similar to the original one posted here. I am using windows 10 with Microsoft 2016 package downloaded from the online store. Only thing different with my situation is that I upgraded to windows 10 from windows 7, however everything has been working fine since doing this in the middle of last week until this morning when I got into the office. Outlook has not moved past the startup screen with the message 'Starting..' in the bottom left hand corner.
I tried using the link from Vardhaman's post and after following the instructions and trying both the offline and online repair method neither one was able to fix my issue with Outlook 2016.

I am having the same issue - new computer, new Windows 10, new Office 2016 - no previous installs.
I have been able to get Outlook to work by naming my C:UsersDanAppDataLocalMicrosoftOffice as oldOffice - Outlook starts, recreates new .ost files and downloads emails from server. Then after awhile the issue returns. I am also seeing this now on my old system.
Anyone???

Hi,
I uninstalled Office 2010 and then installed Office 2016. but Outlook does not launch.
Clicking Yes or No did not help here. I use 64 bit Windows 7. Please help!

Let's start Outlook in safe mode following steps mentioned below and then try sending emails and verify the result.
* Hold Windows key + R. * Copy and paste, or type the following command in the Open box, and then press Enter. Outlook /safe Note: There is a space between Outlook and '/' If Outlook works as expected in safe mode, disable the add-ins by following steps mentioned below and determine the problem causing add-in: a) Click on File menu, click Options, Add-ins, Go button besides Manage: Com-in Add. b) Check if there are add-ins listed, clear the checkbox. c) Close the Office program and restart it. d) Enable each add-in one at a time, restart the Outlook, and repeat the above procedure. If the issue reappears again, it will help you to determine which add-in is causing this issue.

THAT WAS IT!!!!! After downloading Office 2016, it appears that some of the 2013 products are still checked. I unchecked each as describe and it opened normally. Honestly, I uses 2016 Outlook because it helps me to stay organized as well as liking the format. I haven't begun to use the enormous features that Outlook provides. As time goes on, I don't think I would need those features unchecked. Heck, by the time I figure if I did need those unchecked features, I'm sure Outlook 2020 would be available.
